The white Paper is in West Karana. You have to do a turn in at the far west end of the zone, which will spawn a named bandit (forget his name, but he's a long way off). If you need help, I can kill him for you.
I'm delighted to help someone get this valuable item that is so useful for hasting lower level toons (and even higher level toons, in a pinch).
Please keep Lockdown in mind, if you need help. Some NPCs are going to be difficult as they spawn on a 2-day timer, such as Vessel Drozlin (in Cabilis) and Verina Tomb (in Neriak).
But if you want help with this, I've done it. And am happy to help someone else.
Let me see if I can remember this stuff.
Chalice of the Kings. You get that in Southern Felwithe, I believe, but you need "The head of a Prince," which is from the Prince in Chardok. He's a big wuss, but the mobs he surrounds himself with are a bigger challenge. He has an AoE spinstun. I could probably solo this, but I would need a rogue to get me into his room.
Xolian Rod is the property of Vessel Drozlin, a 60th level Shadowknight in Cabillis. He resists high to magic and has an Iskar's regeneration. It is useless to try to slow or snare him as he'll resist. I'm wondering if my Chromatic spells can land on him, and I'd love to find out. DO NOT FIGHT HIM WHERE HE IS! He runs at 20% and he's fast. He will take advantage of a one-way door in his own chamber which will allow him to pass through, but you won't be able to. In sum, unless you have a boatload of DPS to stop him, he'll get away. Pull him to the sewers, he will still flee at 20%, but without his exits, he'll try to swim his way to safety (or try to). You just nail him before he does.
Snow Blossoms. Easy quest in Oggok. Get your Ogre illusion on and have fun. Talk to Bolzum Blossom (not on "Find" but she hangs out in the Shammy Guild. She's a Shaman obviously, as noted by her pet. Hail her. She will sigh, you ask "What is the matter, Bozlum?" She will tell you that her garden is "no more." You ask what happened to her garden, she tells you she doesn't know but the only evidence is huge footprints that smashed it. Do a Find for Brokk Boxtripper, a container merchant, and look for a ground spawn right behind him (he's practically standing on it), "Large Muddy Shoes." Bring these back to Bozlum, which is proof that he's the culprit. She gives you a note to bring to him. He gives you a present for Bozlum, explaining that he was too embarrassed by his misdeed to say he was sorry to Bozlum, and Bozlum will give you the Snow Blossoms.
Innoruuk's word is the property of Verina Tomb in Neriak, Third Gate, by the Cleric Guild. Pull her to zone line, least some of the guards and Clerics that hang about help her. DO NOT FIGHT HER WHERE SHE IS! You're asking for trouble if you do. And don't try to solo her either. She's a Cleric. She'll just keep healing herself until you're dead. No faction hits for killing Verina Tomb, so Inkies are welcome.
Spoon is the property of Cazel in Oasis, which I guess is now part of the Northern desert of Ro. Get a Ranger to find him for you. And get a high-powered toon to kill him for you.
One key is a ground spawn in Overthere. It's on one of the buttes in the canyon at the center of the zone.
Lost Scroll. Deepest part of the Crypt...what's its name? Dalnir, I think. It's a zone off of Warslik's Woods. You can invis most of the way, but there are undead in the way.
Book of Charm and Sacrifice. Ground Spawn in Plane of Sky. Nothing will aggro you. No big deal. You can solo this. You buy a key from the key master for one copper, and take the northernmost portal. Nothing will aggro you.
The Gems you will need when you charm various mobs in various places. Once you charm the mobs, give them the gem, you get a different gem back. I can't remember everywhere, but I remember having to do the City of Mist and Skyfire.
The Head of the Serpent you apparently have. Good, because that's the biggest bottleneck in the whole epic.
Essence of a ghost is the property of Kindle in The Hole. Not too far in and she spawns frequently. I wouldn't try this alone, but it's your choice. As you go past the earth elementals, its in that city type area, past the giant golems. Gargoyles and undead.
Kindle herself is no big deal. Getting there might be.
Essence of Vampire. This will be your second biggest pain. This will involve a trip to the Plane of Hate. It is a rare drop from the Female Forsaken Revenants. This would also include the named revenant, Coercer T'vala. Pack a lunch.
Sands of the Mystics. This is the property of the Tangrin, a gigantic ape on the larger of the two islands on the northern end of Field of Bone (from the Cabillis stone on PoK). If you have Dire Charm, you can use it on Pendle Dashinger (who stands outside the Ruins of Kaesora). Once charmed, have him fight the Tangrin for you. It will be a slaughter. It's simply no contest. If you don't have Dire Charm, just come and get me. I'll have that stupid ape dead in two minutes. My Chromatic nukes work quite nicely on him. And at my level, even my summoned pet will polish this dumb ape off. Without Dire Charm, do not attempt this. He resists very high. You won't slow him and Magic nukes will not land. The only spell you'll get off will be Tash, and that's irresistible.

I'm sure there's a couple of things we could knock out quick. For instance, we could run to the Field of Bone, kill the Tangrin (I've never seen him not be up.) Then on the way back, check for Vessel Drozlin in Cabilis. Just to let you know, if you recruit help for this, NO ISKARS ALLOWED. Anyone who kills Drozlin will suffer hits in five factions in Cabilis. If you value being able to go into Cabilis and actually have dealings with an NPC who won't tell you to take a flying leap off of something several stories high and surrounded by concrete, stay out this fight. It will be nice to have someone else with the 1.0 to give haste to my baby toons. I used to go to Paludal Caverns all on my own, and Kurn's Tower, just to give Clarity and haste to the lower level toons. Then comes time to get some for my own baby toons, I'll find an Enchanter, I get this, "Oh, I never bothered with my 1.0..." And I think, go die! By the way, as you might have guessed, no drop of the Enchanter epic can be multiquested. You have to take four items from each test and combine them in a separate container. Which will create a no trade item. Only the spoon the Shining Metallic Robe can be traded. Pozlin in the Hole, by the way, is behind a locked door. And you need to do your turn in to him. I did my epic late in life, which allowed me to create such a fuss outside his closed door that I aggroed everything inside, including Pozlin. I simply mezzed him. Although I had to use Rapture, as he resisted everything else, blurred him so he wouldn't remember how he got mezzed (duuuuh), and then did my exchange with him.
